Fay Report Annex: DOD Interview of 470th Military Intelligence Group Sergeant re: Conditions at Abu Ghraib

Sworn statement of sergeant at Abu Ghraib including a description of his surprise that "certain approaches" were acceptable. He witnessed a detainee left in cold temperatures without clothes or a blanket and with untreated wounds. The sergeant further noted that some abuse incidents he knew to have occurred were not recorded in the logs. He also witnessed detainees being forced to wear female undergarments and threatened by dogs. In one incident, a female soldier walked a naked male detainee across the camp as punishment. He claims to have also seen photographs of detainee abuse.

- Sometime in December recalled "Once, I noticed that a detainee was wet and cold. His blankets were also wet. The detainee stated that the MPs had washed their clothes and gave it back to them wet. I went to the MPs and told them to get the detainee dry clothes. They said they did not have any, I told him to get some. I can't remember the date; it must have been in December because it was fairly cold outside. I believe this occurred in the late night time or early morning."

- Date is unknown, but recalled witnessing the following abuse: "It was very cold that night. I found [redacted] without clothes, no blanket or mattress. His wounds were still bleeding and he had the catheter in. He did not have the bag just the catheter." Noted that the abuse/incident was not recorded in the logs. Also, recalled the soldier assigned to watch that detainee was the soldier harmed by that detainee during the earlier shooting/riot. The interviewee did not think that was appropriate.

- The time is unknown, however the Sergeant reported the following: "The only other thing about OGA is that I was told that one of their detainees died of a heart attack in our detention facility while being interrogated. The detainee was taken out on a stretcher and treated as if he was sick so as not to upset the other detainees."
