The letter states "Dear Hubert: My government fully shares the view expressed in your letter of January 15 regarding the conditions for holding persons at Guantanamo Bay. Please rest assured that they are beingtreated humanely, consistent with the principles of the Third Geneva Convention of 1949 and are not subject to physical or mental abuse.
