    • One detainee threw a cup of urine on another detainee who was being returned to his cell from the recreation area. The same detainee then threw three cups of urine/water/toilet paper on yet another detainee who was also being returned to his cell from the recreation area. The detainee then began spitting and throwing water. 10 minutes later, the detainee started spitting and throwing urine on another detainee who retaliated with the same. Actions taken in response were complete segregation and complete loss of comfort items.
