On the Guantanamo detainee issue the guidance is to say: "All detainees are being treated humanely in a manner consistent with the Third Geneva Convention of 1949; They receive adequate food; shelter; medical care; and the opportunity to worship. Representatives of the International Committee of the Red Cross (ICRC) have privately visited the persons held at Guantanamo on a regular basis.
