Letter from Douglas Davidson, U.S. Deputy Representative to the Organization for Security and Co-Operation in Europe (OSCE) re: Revelations of Abuse and Humiliation of Iraqi Detainees by U.S. & Coalition forces in Iraq. Amb. Davidson expressed the outrage and disappointment President Bush, General Miller and the whole of the U.S. ion response to the reports and media footage of abuses of detainees in Iraq. He assures the U.S. partners that the matters are no the normal course of action for American soldiers and that: 1) All allegations of mistreatment will be investigated; 2) Fair judicial processes will determine who is guilty through transparent and fair procedures; and 3) Those convicted of these abuses will be punished in accordance with the rule of law. He also states "The United States is committed to promoting and protecting human rights — including those of individuals detained in Iraq."
