This State Department letter is from Paul V. Kelly, Assistant Secretary Legal Affairs, DOS to Senator Jeff Bingaman (D-NM)concerning an article in the Washington Post dated December 26, 2002 concerning U.S. interrogation methods. Mr. Kelly is promising to look in to the Senator's request to Under Secretary Dobriansky to respond to the article's allegations that the methods by which the United States obtains information from persons it has detained would cause the United States has "surrendered the moral high ground" when it comes to detention and detainee issues.
