Fay Report Annex: Statement of Civilian Contractor (CACI), Interrogator re: Detainee Interrogations at Abu Ghraib Prison

Contract interrogator from CACI assigned to Abu Ghraib from November 23, 2003 to the end of January 2004. The Interrogator stated "I never personally used or saw dogs being used in interrogations. My impression was that the dogs were used as an initial scare tactic to set the stage for select interrogations. Sleep management and deprivation were also used when authorized. It was generally implemented by keeping lights on in the detainee's cell for 20 of the 24 hours and varying the detainee's feeding schedule to throw, off the detainee's biorhythm.” He recalled his team leader, a doctor, coming to him and saying if "they" went any harder on the detainee he may have a stroke. The interviewee's roommate recounted a story to him one night, he told the interviewee he got hold of a detainee-general's son, dirtied the son's clothes and face to make it appear he had been roughed up and placed the son in the corner of the interrogation booth and brought the general in to see him. The general broke down and became cooperative upon seeing his son in that condition.

    • Contract interrogator assigned to Abu Ghraib from November 23, 2003 to the end of January 2004. In possibly Dec 03, I became suspicious of a possible abuse. I was working on the Special Projects Team and was handed a High Value Detainee (HVD) named [redacted] who was a former general in the Political Bureau of the former Iraqi regime. He recalled his team leader, a doctor, coming to him and saying if "they" went any harder on the detainee he may have a stroke. During his first interrogation of the detainee, the detainee showed him a large bruise on his head. The detainee explained that he had been blindfolded and thrown against a wall during a previous interrogation. He also claimed that he had been awakened at all hours of the night and had lost track of time. In reviewing the entries, the interviewee suspected one or two entries were not listed in the dossier (nothing was written to explain the bruising on the detainee). The interviewee's partner analyst, explained another incident where a detainee was forcibly dragged by the forearm across the gravel.

The interviewee's roommate recounted a story to him one night, he told the interviewee he got hold of a detainee-general's son, dirtied the son's clothes and face to make it appear he had been roughed up and placed the son in the corner of the interrogation booth and brought the general in to see him. The roommate explained trying the same approach with a different general's son, but explained it did not work and became more "aggressive."

    • Contract interrogator assigned to Abu Ghraib from November 23, 2003 to the end of January 2004. The interviewee recalled an interrogation where a sergeant cuffed a detainee to the eye bolt on the floor of the room (bolt was intended for leg irons, not handcuffs), this forced the detainee to have his nose right above table level, in a squatting/kneeling down position. He recalled the sergeant kicking the table with such force that it appeared to hit the detainee.

On another occasion, the interviewee recalled seeing a detainee "on the floor with both his arms and le[g]s through the bars on the cell. and this arms and feet cuffed. There was a 'ghetto blaster' on the-floor in front of him with loud music playing. This detainee was clothed. and I never saw any naked detainees."
