Letter from Theo van Boven, Special Rapporteur of the Commission on Human Rights on torture to U.S. Amb. Moley re: Special Rapporteur Commission resolutions 2001/62, entitled: "Torture and other cruel, inhuman or degrading treatment or punishment". This letter synopsizes the Commissions principles and the standards all signatory governments must adhere to, and calls upon the U.S. Government to: implement fully the prohibition of torture and other cruel, inhuman or degrading treatment or punishment; to acknowledge that prolonged incommunicado detention may facilitate the perpetration of torture; to ensure the allegations of being associated with terrorists are factually accurate; and to take any steps which might be necessary in order to investigate, prosecute and impose appropriate sanctions on any persons guilty of torture regardless of any rank, office or position they may hold.
